I think the WRSTC mission is legitimate but my perception is the sumo wrestler organizations only want to eat and not wrestle.

Nonetheless, it indirectly raises an interesting data point. Somehow NAUI got along from 1999 (when the WRSTC was formed) until 2017 when NAUI joined the Council. How on Earth did NAUI survive all those 18 desperate years adrift before being welcomed into the safe harbor the US RSTC affords?
 
I’m thinking very little negative repercussions for NAUI. In the context of US dive history, the US RSTC is the new kid on the block compared to NAUI.

I honestly perceive Darcy Kieran, as nearly a one man show, is doing more relevant and virtuous work to improve the dive industry than the US RSTC.

I’m definitely interested in @cerich perspective.
I think that NAUI should have been a member in the many years they did not participate, it was a good thing when they joined but the timing of their return to the RSTC was when ISO standards were becoming the de facto industry standards and replacing RSTC. There are a variety of reasons for that from my perspective, some of them covered by a NDA.

In my view, the concept of the RSTC as a safe harbour (assuming you mean in liability terms by being subscribed to industry standards), ONLY holds water if the said industry standards are without defect; if they are defective then if you only meet those min standards you are increasing your liability (in the case the lawyer after you is smart enough to look that far, which is exceedingly unlikely based on history). You also potentially expose yourself to other risk beyond liability in a standards fashion such as under things like anti trust. Further, some parties at that table will lie to your face even when presented with evidence and like being bullies. I must say, my time there was eventful, and it is truly a shame there is a NDA. If they ever dissolve in my lifetime, I really will have some stories that will even with the passing of time be very illuminating on the dive industry. Heck, I should write them down to be released upon my death.

Exactly. So it hasn't been that long of a relationship.
 
Some of the people in this thread seem to think the RSTC is an agency, like NAUI. It is not an agency. It does not train instructors. It does not issue certifications. As some people have finally noticed, NAUI only joined a few years ago.

Rejoined a few years ago, and NAUI Japan (separate legal body from NAUI or NSG) was in fact a RSTC Japan member the whole time NAUI wasn't a member .

There are 4x RSTC's that together comprise the WRSTC which is the body that sets RSTC standards. There are some grey areas in structure IMHO.
