Is the membership ever notified when the BOD changes when their term expires?

Section 4.09

.... "Any vacancy occurring in the Board of Directors will be filled by a qualified Member appointed by the President with the approval of the Board. The Member designated to fill the vacancy will serve for the unexpired remainder of the term of office of the predecessor in office"

It seems to me like there IS a difference between a "member" (Sections 3.01 and 3.02) and a "director" (Section 4.01).
