My conducted energy devise effectively incapacitating the lobster with one touch from this stick . Easy as pie , pick up the bug and put him in your bag with my new tickle stick ! The California State Law of the Fish and Game Code states no hook devises snares or traps and mops of any kind . So this devise is okay by the letter of the law until otherwise states this kind of devise is not permitted ! I sold the patent to a big company and soon should be available On Line and and your local retail dive store ! !

29.80. Gear Restrictions for Recreational Take of Saltwater Crustaceans.

(a) General Provisions:

(1) Saltwater crustaceans may be taken by hand.

(2) Nets, traps or other appliances may not be used except as provided in this Section.

Section 29.80 - Gear Restrictions for Recreational Take of Saltwater Crustaceans(a) General Provisions.(1) Saltwater crustaceans may be taken by hand.(2) Nets, traps or other appliances may not be used except as provided in this Section.
(g) Diving for crustaceans: In all ocean waters, except as provided in Section 29.05, skin and SCUBA divers may take crustaceans by the use of the hands only.

Couldn't be much clearer. Your "appliance" seems not acceptable.

I agree to diagree , Like a hoop net is what , a appliance and a senior Fish and Game Officer stated a tickle stick is okay and a big 50 gallon drum with no top with chum in it is okay to fill my game bag in a hurry , some tricks of the trade !

This post is 100% the result of what comes out of the the South end of a North bound Bull!! There is no patent and no availability online.
 
May I use a tickle stick , hoop net or a big chum bucket while scuba diving ? ! ? I have twenty fifty gallon barrels set to put chum in them is that all right or against the letter of the law .

You cannot use a tickle stick (hands only). You can use a hoop net from a boat, dock, pier etc. where otherwise permitted, but not for catching bugs when diving. You can chum. Federal and state laws prohibit dumping barrels or any other metal in the ocean within 12 miles of land.
 
Refresh my memory , Where the hell does it state that hoop nets are not permitted while scuba diving .The barrels are already there scattered on a artifical reef sanctioned by the State of California ! !
 
And a senior Fish And Game officer told me tickle sticks are okay so that rule does not imply . You still have to grab the lobster by your hand
