Actually, Marine Park rules have now been extended to the North. And a fee is also being charged. As of end of last year. (I am a licensed Marine Park guide).
The central hotel zone is still outside the Park, right?
 
While I was there (Jan 30 to Feb 21) conditions on the north end seemed to be excellent & a lot of dive ops were taking divers there. The day we left however things seemed to change both weather wise along with water conditions. There were a lot of Eagle Rays up north which was a big draw. Add to this I believe Deep Exposure tends to be favored by Tech Divers (from what I've heard) which might indicate they have more skilled divers as regulars & know their skill set. That's just a guess however but may have something to do with why they went north rather than south to dive.
 
Any updates yet? Terrifying scenario. Last visit I went very far north, Tiburcio and ABC Wall, both fantastic memorable dives. I made a comment about not being able to see land anymore. Superman Steve of Aldora then equipped us with the Nautilus Lifeline Personal Locator Buoys and gave us a crash course, still needing line of sight on the control unit I believe to even work. I went home and bought a mirror and whistle to add to the kit, and will now add a Garmin personal GPS that I didn’t want to spend the coin on.

I assume they mean a Personal Locator Beacon (PLB) like the Garmin In Reach Mini 2 which you can use to send a distress signal to alert rescue services. I have one (along with the waterproof case) that I use for backpacking and scuba (thankfully haven't needed it yet). There are several threads on different PLBs and other signaling devices.

 
Probably an EPIRB Emergency Position Indicating Radio Beacon
It is possibly a lot of things. I was curious what HE meant.
By the way, I do not believe Garmin makes an EPIRB.

The Garmin InReach Mini2 is NOT a PLB.
 
Mini2 mentioned above. Never made a reference to EPIRB, but you two have fun taking this thread another direction. They’re actually on sale now.
