I've been on the RCCL Mexican Riviera trip as well. As you get off the "tender" (small boat that takes you to shore, since the cruise ship doesn't dock directly on shore), you'll be acosted by people seling their trinkets, as well as a number of people holding signs and asking people if they want to go diving, glass bottom boat tours, etc.
I would really suggest diving in Puerto Vallarta when you dock there, check out these guys, www.vallarta-adventures.com , they set up dive trips with the cruise line folks. Enjoy your trip.
