Hi Walter: Regarding the COLD WATER CERT...

It's a certification required if you want to dive in Quebec, here in Canada. It's a topic with a lot of controversy here. I believe many Canadian divers were getting certified in the tropics and then coming home to dive in our cold waters (40-50F). Not being used to all the gear, hoods, gloves, 7 mm wet suits (or drysuits), extra lead weights and then running into trouble and drowning. Here the Vis is poor, water cold, some currents to deal with (St. Lawrence River ).
Many divers refuse to get the CERT as it is regarded as a money grab. You do get a fine if you are caught without it.
I guess if it saves a few lives, it's a good investment.
