DAN does a seminar on diving with diabetes, and there is a one page summary of the "highlights." This covers selection criteria (not all diabetics should be divers, but within the criteria there seem to be few contraindications), scope of diving and glucose management. I'd recommend you get a copy of that one pager (If you PM me your email I can send it to you).
I'd strongly advise that the diabetic ensures that the DM on this and all trips understands that he has diabetes, and also any special signals that might be encountered (low blood sugar). This can help with ensuring that appropriate rescue medications are available, and taken if needed.
It sounds like whether the dive shop requires it or not (and some do here, for just general diving, ALL should if you're doing training dives) a visit to the doctor and a clean bill of health for diving will ensure peace of mind for everyone involved.
