How do I know when it is time to change out the filter? The owners manual was vague as to when it is time to change? Is there some kind of gauge or tester to show the actual life of the filter?

How hard is it to repack this filter myself? What is involved? Where do I get the white stuff (not sure what it is) and blackstuff (charcoal) and filter paper (is this some kind of special filter paper)?
