Why aren't they using bio-balls (also called reef balls)? Designed to provide habitat for coral and cover for fish. Also, you cant just make something out of concrete and dump it in the ocean. The pH of the concrete is so high that only barnacles can live on it. Once the pH lowers months later, other critters can live on it, but by that time its covered with barnacles.
