Improper handling of high pressure cylinders can be dangerous. Well, "no crap!"; getting in water may get you wet and sticking your hand in fire may get it burned.

not really. You said to give a "better" visual inspection vs a "proper" visual inspection. The good hydro shops will strip them all down but most are too lazy and don't, every sticker is supposed to come off.There's a poll choice for that one

I have never noticed one on a Scuba cylinder.
You would have to see a brand new one. Whats the chance?
^^^ That I have seen quite a bit!They have been on industrial gas cylinders in the US at least since the 1950s.
I guess the bureaucrats finally caught up.
