Yes, they do, because "the best place in the world to dive" is completely subjective...
How subjective?
For me, the "best place" is anywhere I am in the water. Heck, for me it could be in the pool, because that's where my opportunity is at the time. Any place, any time, any temperature, any visibility, anything to see, etc. I'm not fussy.
For my wife? A very narrow range of surface temps...warm, but not too warm and not to humid and not too windy, even less range of water temperatures, no seas, the reef and fish life must be to her specifications...i.e. pre-1975 when she first learned to dive (yup, they are different now than then), and the big one - never, ever, go back to the same place twice.
Obviously we make for an interesting "consumer" to try to cater to, marketing or advertising-wise.
