We talkin' snapping turtles? I used to go crabbing as a kid and every so often we'd catch a snapper in our trap. They did *no* look friendly.
 
Yes, scallops on deeper wrecks but the 'big' divers will vacuum them up before you get near them.

Permits. Arm yourself with a '505 Shellfish Recreation, NR'. NJ Division of Fish and Wildlife. Non-resident is reasonable in cost. After filling out all the endless boxes this year, keep the little green plastic permit for next year. The agent just has to type in your number and take your money from there on. You can get your catch in international waters, but you have to unload at the dock and now you are squarely under NJ rules and regs. No beating it.

Lobsters, make sure they are in season, legal size, not v-notched, etc, etc...
