Taking a trip to FIJI this sept but might decide to go somewhere else around the world....

Anywhere that you have been that has Manta Rays in Sept??
 
In September?

Mobula Rays in Galapagos, several times in that month, even land-based at Santa Cruz.

Tobago... with the correct dive guide.

I've seen them off the South shore of Roatan in late August.
 
The Socorro islands . . . mantas, and dolphins, and schools of hammerheads, oh my.
 
Socorro was my first thought but I don't think any of the liveaboards go there in September (at least I don't think the Nautilus Explorer and Solmar V do).

I saw Mantas at Manta Point, Bali in September of last year. It's crowded and the visibility isn't great but they're there. You can also see Mola Mola in September. This clip is mostly other stuff but it includes a few Mantas:
