Is anyone familiar with valves that do no have a burst disk? I've seen a set of valves and manifold and neither of the valves have a burst disk. I wasn't sure if this might be a European spec.
Would it even be possible to get tanks filled that had these installed?

Euro manifolds do not require burst disks. Commercially, they can not be filled. What you do privately is your business. That said most rarely look for burst disks.
 
Make sure you check the thread dimensions. European valves are M25 thread US threads are 3/4x14

Very close but no cigar.

BTW I should have added that my comments about fills are for the US. I see you are in Guam - though a territory of the US you might have a little more flexibility.
