MA Lobstering Question

I was reading the regulations and found something about displaying your license # above the surface. How do you guys do this? Do you do this? I've seen several people lobstering, but no #s above the surface. what happens if you don't do this?

Usually, folks put their number on their dive flag, in the white stripe.
