The only Luxfer composite cylinders authorized for SCUBA are the L6X cylinders. The Type 3 cylinders were never authorized for in water use.... The L6X are type 2. The type 3 cylinders are for flammable gasses.

The study you referenced discusses degradation of a particular carbon fiber-reinforced epoxy. I'm not certain of its relevance.
