The resort is quite nice, an idyllic property and just plain inviting. The dive/room packages are way pricey. Current prices are
http://www.lunabeachresort.com/divepkgs.shtml $900 and for that you get breakfast/lunch (only) and three dives per day. No transfer from airport mentioned. Other AI's do it for $575 (as you have been to FIBR you either got a bargain rate or were hosed, depending) to $850 giving you 3 meals a day and many with unlimited diving with ground transfers.
The boats are either old FIBR boats or from the same local builder. You will recognize them right away. This kind of hull is much better utilized on the calmer South side, but you already heard that the diving was better on the West End, anyway. Maybe that's why they offer a disclaimer about not going out if it's too rough. You will find the West End a lot different than your experience at FIBR. The West End experience is even less dive oriented than FIBR, which is a resort that I rate at about a 90% DDD Rating (Dive, dive, dive!)
There are many options on the West end and no one style or location is right for anyone. If you want something more out of a vacation than a dive-dive-dive experience, yet you still somehow end up in Roatan, the West end isn't quite Cozumel just yet, but there are some minor diversions. Most are more memorable with Salva Vida or Flor de Cana.
If you want a vacation with some diving, this could be a good option.
