I use them a lot (19 flights in last 12 months) so a few things. I wouldn't bother contacting them - you're unlikely to get a reply or anything useful.

Its a per weight charge not per bag so splitting 45kg into two bags is perfectly acceptable. Take care when booking as some flights use ATRs where you'll have a much lower allowance and unable to increase it so watch for that one. They don't always make it clear.

Hand baggage they've never bothered weighing. I often go through with 15kg or so (camera kit) without problems. ONCE they weighed me at the gate, told them it was a camera, they wanted showing and let me proceed without problem.

Cebu are not a great airline from my experience. Frequently late or cancelled (my record delay is 6 hours on a 30 minute flight!) but provided you can accept that they'll get you from A to B relatively well. Philippines doesn't exactly shine aviation wise (most are banned from flying in the EU for safety reasons) but that said the lanes are a lot safer than the ferries!
