As is normal on Sundays, watch the local boats heading to Cielo some time. Mostly pirates taking friends and family, over loaded and ignored
My first thought was that if must have been a Sunday for exactly the reasons you mentioned. Basically an armada of overloaded boats goes out every Sunday but authorities do nothing about it .

Every day the pirate fleet comes out and as long as they have paid the monthly Park Guard boat crew bite no wrist bands or permits are required so why expect local boat rules would be enforced on Sunday/ Family day

Posts on Facebook is he is a long time old school DM - meaning good things and that he also moved a customer out of the way before impact.
