Not that I'm aware of. If you check a site like liveaboard.com, you'll see boats out of Greece and Croatia, but they're not set up for scuba diving...just snorkeling or land-based tours.
My European diving is limited to a few dives in Croatia and Scotland, but I feel fairly comfortable saying that European diving isn't good enough to attract the number of people necessary for a liveaboard company to be viable.

There used to be one only 2 - 3 years ago but he moved his boat to the Caribbean. The owner/captain is a NAUI instructor and a good friend of mine. He is booked solid for the next two years in Curacao.
