You should hope he wasn't. A tank with a custom paint-job like that would sell on eBay in about a minute for at least twice what a regular tank would.

The UPS guy just delivered a brand new Al 80 from the company that botched up my tank! Not a single issue - now that's the kind of company I will continue to do business with, they screw up, they admit it up front and make it right! Can't ask for more.
