A friend of mine has acquired PADI license years ago, his total dives does not exceed 10 dives so far but he didn’t dive for 8 years. Does his license expire? Can he dive now?

PADI cards do not expire, however he should not dive without first having a refresher course from a DM or instructor. This shouldn't cost much, less than $100

Where are you and he located?

No, the sport certification doesn't expire but it should.

Your friend need to take a refresher course as a minimum. But being that long and only having the few dives they do I would recommend another course. Without a doubt, most of the skills they were exposed to have been lost or forgotten creating a hazard to the buddy and themselves.

Sure your friend can dive now. It would be foolish but they can. The may end up being a statistic if they do.

I think he will be ok, but as you said its better to make sure that he is OK before diving with him.

What doubts is he having?

A refresher course is more than just reading the book and asking a few questions. When I do a refresher course is much like the things you do on a check out dive, plus a review of everything, skills, tables, gear, planning. Everything!

He either needs to get recertified or get a refresher course from a DM or instructor.

Unless you don't like this friend and are trying to kill him off.

What doubts does he have? Will they cover everything he needs to know or needs refreshing on? No that woun't be enough.

Not having a clue as to how much or how long you have been diving I would be very cautious letting someone dive in his situtation. A diver to very rookie diver THINKING he will be OK without ever seeing them in the water could make for TWO statistics.

Be on the safe side and not THINK he will be OK. Spend a few bucks and up the odds that he WILL be OK. It's a lot better than a group standing around saying "I think he's dead" after saying "I think he will be OK".

We have one up here missing in 600' of water and they did the same thing only after a three year break. He wasn't diving that deep but went to far down the bank.

I doubt it.

The c-card does not expire. However, at a minimum, he should take a refresher course.

Depending on how much he remembers and the state of his skills, I might even suggest a new OW course. Things have changed in the past decade.

Since you haven't seen him in the water and haven't evaluated his skills or his understanding of the material, how can you possibly determine whether he will be OK?

Spending some time in a pool would not be a bad thing.
 
We have several shops in our area that will do a refresher course for free. I believe they use it as a marketing tool to get divers in the shop. One in particular will let you sit in on the full open water class.
