Hi Miss Elaine and welcome, I can highly recommend Puerto Galera as it is convenient to get to from Manila, there are over 30 dive sites all within only 15 minute boat ride and there variety of marine like is fantastic and there is diving year round. There are also some very high quality dive operations.
