I thought the same thing from a "design" perspective, but upon a bit more thought realized it was probably done from a "functional" perspective. To me it subliminally says "Do a search." OK... well maybe it shouts, "DO A SEARCH!!!" :D

Kidding aside, although it does overpower the page a bit, if people are constantly reminded of the search option, the forum may become a bit more relevent to a newer member's day-to-day diving.
