There were a lot foreign tourists on the ferry from Koh Lipe to Langkawi.
I was staying at Kuah which is the capital of Langkawi and there was one Chinese Restaurant opened for lunch. There was a Middle East restaurant opened in the evening.
The night market is completely different story but you have to wait!!!!
I took the ferry from Kuah Jetty to Kuala Perlis in the morning and had the same issue with food. Caught the bus to Penang on following morning. The infidels can gorge themselves with whatever they fancy on that Island.
Langkawi was quiet during Ramadan so you might be able to find some good deals but just make sure food is not limited in the evening.
Catch a bus from Phuket Bus Terminal 2 to Surat Thani(4hrs) a charming little town with amazing food.

Catch the International Train #45(sleeper to Padeng Besar), walk over to the other side and catch the Komuter Train to Butterworth and ferry to George Town in Penang.
Stop over at Hat Yai and then proceed the journey.
