Sierra Dive Center in Reno is pretty good, I rented DUI dry suit (had wrist and neck seals - pretty crazy awesome for rental) with 400 undergarmin there few years ago... I did re-fills in Carson City, the shop was really good as well.

Rubcon Wall is your best bet for shore diving, I love that place during summer. I like Sand Harbor for very simple access, restrooms and food/drinks (its open even during winter with heated restrooms). There are few other places, here is complete list Map

remember, its high altitude diving and you should consider even things like driving over the pass from 6500FT to 9000FT
 
I'm headed to Tahoe this coming weekend, looking to dive saturday os sunday morning. Meeks Bay or Divers cove ?? Anyone up for a dive or 2
