"...any..." does not mean just 18.21.030(b) i.e. refusing to discontinue if caught diving without a snorkel or buddy. It includes simply diving with a "lack of proper equipment" (by their definition to include buddies and snorkels). A misdemenor carries a potential fine. Therefore, if I am reading this correctly, you can be fined for simply not having a buddy or snorkel whether you obey their order to discontinue or not.
I can only hope that I'm wrong here.
Keep in mind that the beaches in Laguna are part of the County Parks and the Lifeguards are deputized by the Sheriff Dept. Therefore any citations given by a lifeguard or PO in the Park will be sent to the OC district Court and not the LB City court. A friend had his "solo diving' misdemeanor citation changed to an infraction (think parking ticket) by a letter in the mail sent from the County a week after getting the citation. Then he took it to court and had all charges dropped.
