When I went to Komodo in May 2005, all the manta rays were somewhere else (dive operators claimed you could snorkel with them at other times of the year). Just saw some white tips, no other big stuff.
Maybe getting to the area again in November. Then, some dive sites in the South should be more accessible. Is winter better for big fish like manta rays or visiting different dive sites?

That's odd, I was there the first week of June 2005 and saw tons of Mantas...
Did you go to the south of Rinca and Komodo?? We hit a sight actually called Manta Alley and they were everywhere.
 
I dived in Komodo in February this year and saw a lot of Mantas.
According to the DM, it was due to the rainy season during which there are stronger currents and hence more of the bigger ones are around, for feeding.
