I agree with Dee! Spread the word and let the world know of this cheaters treachery in many contests and of those honest photographers cheated out of honors or prizes by this one persons lie. The more people that are pissed off, the more pressure on those judges. Only if they feel they and their contest will lose legitimacy with their contestant base as a whole will they be willing to right the wrong and take the blame. This little principle means that some of the primary people we should contact, are other contestants in the various contests. Since we are not contestants ourselves, there will be no false assumption of sour grapes.

Remind the judges and anyone else that digitizing does not alter the laws of physics, only digital manipulation can do that.
