Jim don't PST tanks have special hydro procedures that have to be followed but are misunderstood by many testers? I recall many PST tanks were failing hydro a while back because the tester did not perform the pre-expansion step or something like that. I think that was where the bad rep came from.
 
PST let their Special Permit expire. And, their test wasn't followed like it should have been. 2 strikes against them.
 
As I recall it was also not all PST tanks. The HP ones like the short HP 80's were a problem. The LP's I don't think were an issue. But I could be wrong on that. As such I have not had any problems getting my LP's done and even my one remaining HP80 was not an issue. But even at that it does not make the tanks junk. Just more of a hassle to deal with certain ones. And individuals can apply for an exemption on their own. There used to be a thread going over how to do that.
 
Many hydro testers will not perform the plus testing because of red tape associated with the testing like the need to maintain paperwork for 10 years.

Baloney, a hydro shop has to keep records regardless of the test. There is no red tape. The calculation is simple to determine if a cylinder meets the REE.


I took in two PST LP72 into my hydro shop and they both past the test. However, they did not have the PST REE. A month later I went in with the PST hydro specs and they spent 5 minutes pulling the records and then stamped the cylinders with a shinny "+".

In general I would agree. However, twice now I have caught shops not following the procedure for AL6351s cylinders. In both causes cylinders did not receive a VE stamp (nor did they get a eddy current test).

They are not feeding you bushwah, but blowing air up yer but. As others have said, find the hydro local shop and take the cylinders there. It will typically save you a bit of $$ then find another shop to do the VIP.

The "round out" procedure needs to be done on both PST and Worthington (XS Scuba) hot dipped galvanize tanks. Failure to do so can result in a false failure of the hydro test. Although this procedure is not required by PHMSA it is allowed under the regulations pertaining to hydro testing. In the case of the special permit HP tanks anyone can request a renewal of the permit to PHMSA, it doesn't have to be PST. I believe PST has renewed their permit.
