Yeah so my GF99 is always really low and only increases on the ascent from the safety stops.
I'm also usally just hanging until others are on the boat quite often. That's because I will hand off my BCD / tank to the crew then my fins before I climb a ladder. Often I will take off my inserts first as well and hand them up if over a reef so if a dropped insert easily recovered.
 
've seen my FG99 stay at 1% even when in deco on dives.
Either I'm missing something or you are thinking about GFsurf. Doing a stop with GF99=1% seem useless at best, probably contreproductive as you are ongazing the non director compartiments.

Sorry not quite what I mean was that during the Deco part of the dive not at a deco stop.

GF rises as I ascend in the latter part of the dive.
