One thing I'd caution if you do go the weight harness route is to make sure it's weight system is easily ditchable. When I was renting gear initially, I got a weight harness made out of additional belt webbing, but the with the way it was made, to drop my weights I would have had to undo two buckles underneath my BC in addition to the one at the waist. It also only provided additional support when in a vertical position; when in a horizontal trim, the weight was supported solely by the normal belt, which is what you seem to have a problem with.
A weight-integrated BC or a weighted BP/W will likely shift the weight up a bit and possibly off your trouble spots. If the issue that when you're horizontal underwater weight on your lower back/waist is a problem, I'm not sure a harness is the best answer, at least with a jacket BC, since the harness weight pouches would still have to sit below the bottom of the BC. Good harnesses like DUI's do spread the weight out over more area, though, so it may be more tolerable.
I usually dive with using only the integrated weight pockets on my BC when diving in tropical waters; when in cold water with all the extra weight that entails, I wear a DUI Weight & Trim II and split the weight between that and my BC.
