There's a thead in the Public Safety Divers folder that's
won't open, probably because it has some percent signs in the
subject, which gets mapped into a URL, and then the percent
signs get parsed in to something else.

What browser are you using? I just opened it fine using Firefox...

I'm using Mozilla 1.7 and IE 6.0.something. Same
problem on both.

I can open it using the short URL you have in your post,
but not with the big long URL if I navigate to it via Public
Safety Diver folder.
