In california do you have to be certified to freedive, scubadive, or spearfish

You need to be certified to get your tank filled. I don't know of the SCUBA shops in your area.
 
I was once told that anyone can scuba dive and that the certification is only so (a) you can get tank fills and (b) so you don't kill yourself. So even if you can find someone to give you all the equipment and fill your tanks, you might want to get the certification so, when things go bad, you know how to deal with it.

There are a variety of different agencies who will teach you how to dive safely. The largest is PADI. You can go to PADI The Way the World Learns to Dive and search for shops in your area. Any PADI shop can help you out. If you go here: Scuba diving - Wikipedia, the free encyclopedia you can find a list of other agencies. Go to their web site and you should be able to locate shops for them in your area.

One tip, most the agencies listed on the above page set a MINIMUM standard for what you need to learn. Some instructors will go beyond the letter of the certification. So it is not about the agency; it is about the instructor. Pick an instructor who cares and goes beyond the minimum requirements.

I don't know about if there is any requirements for spearfish. I doubt there is certification required for freediving.
