Call me crazy, but I have always wanted to build an underwater habitat.

Realistically, to build one in the cold Canadian waters, is it even possible without some expensive support systems? Could it be self sufficient? What would this even fall under legally?

That is cool, but I am thinking more along the lines of being able to actually live there.
