IMHO best time for Indonesia is autumn and for Philippines is February - May.
I never dive in Ambon, but have good macro dives near Dumaguette. And it is not so far to Oslob - we had boat trip.

and if you're getting bored with macro, Ambon also offer lovely corals, wall, caves for WA
