Aren't you supposed to remove stickers for hydro testing anyway? If so, having the vis last past hydro seems pointless.
 
You are abslutely correct. The hydro facility is to do a visual prior to testing and that will include removal of stickers that may be hiding pits or problem areas. No more sticker on the tank = no proof of a valid vis. Hence the LDS completes the process and reissues a new vis sticker with THE CURRENT DATE on it to document the date that the tank AND VALVE passed the visual inspection.
