How to switch to PADI?

Why switch to PADI? Every organisation is as good as their instructors. Anyway, in general most
organisations accept licences from other agencies, no swapping neccesary, Just take an follow up course (andp pay) that will do.

I am open water certified with SSI. I would like to switch to PADI certified can someone please explain what is needed for me to do to switch over or must I get certified through PADI?

There is no need. PADI, SSI, NAUI, PDIC, YMCA, CMAS, and all the other alphabet soup are all interchangable and universally accepted. If someone told you different, they are feeding you a line of BS.

If you have in mind taking some kind of continuing education from a PADI store, there should be no problem with your SSI certification. If they told you differently, then find another dealer, because this one is just trying to suck more money out of you.
