I think a tip amount per dive might be more fair than going by a percentage. Why punish crew that work on a less expensive boat? They likely do the same amount of work as those on luxury liveaboards (and possibly even more work if crew members are asked to fulfill multiple roles to keep costs down). One thing is for sure though, the more you're in and out of the water the more most of the crew have to work.
