If you don't need a refresher course before you go on a dive I would consider that to be an active diver.

2 million? That sounds about right, I'm pretty sure I saw that many on a night dive on paradise reef in Cozumel the day after Thanksgiving last year.
Oops...sorry, I forgot this was a serious thread.
Considering the expense, required training, and inherent physical danger of being underwater, I think 2 million is ALOT of people worldwide.
