I was shore diving a Wreck called the Gaskin a couple of weeks ago, there was a DM there whom one would assume experienced diver he saw I was setting up and that I was diving with doubles so he asked if he could dive with me as he was just getting into Tech diving and had passed the PADI Tech 50 course. I declined as this was a 1 klm swim out in very low vis for the first 300 meters and boat traffic which for me is an over head environment added to this he was diving with a single tank. I watched him setting up his gear which was not a pretty sight after he got into the water with his buddy he seemed to be having all kinds of problems, my friend showed up so I forgot about him and continued with our dive. We were down for about 70 minutes when I got back to shore the DM was stood there and asked me if I could look at his gear, I realized he had put his back-plate directly on the tank then the wing on top of the back plate so helped him change it over and set up his gear, on top of this his buddy had no idea why and what the long hose was about.
I guess the point I am trying to make is him being a PADI DM / TECH 50 with 500 plus dives you would thing he would be more experienced than I with around 300 dives with a PADI AOW cert. In his own element I am sure this would be the case, so like I said previously dive count and certs seem not to mean much other that they are certified but not necessarily qualified depending on the dive and conditions. My question still stands why would dive count = experience as the aforementioned is not unusual and experience seems to be a perceptual thing even in a group situation.
