While I've never dove there in July, I've personally never seen more than a shark or two anywhere in the Red Sea, and that includes Brothers and Elphinstone. I'm currently wrapping up a month long dive trip in Mozambique and South Africa and I'd say come down here! July is Sardine Run time, although timing of it is hard to predict, but even aside from that you'll get large amount of raggies in Aliwal, tigers, bull sharks and oceanic black tips in Protea, opportunities to do great white dives or 7 gill shark dives in Cape Town. Additional great diving in Sodwana Bay...SA has a tremendous amount to offer.
So does Mozambique, although I have only been to Tofo so far. It is the world's largest year round aggregation of whale sharks and mantas...we saw quite a few mantas but no whale sharks..although you're most likely just to get those snorkling during surface intervals rather than on scuba at dive sites. I'd actually disagree with the last poster about the quality of the diving there...i found it extremely diverse, with even lots of rare macro stuff (rhinopias, harlequin shrimp, dragon moray), actually some of the best diving I've done and I've dove in 30 countries. Most boat rides were 30 minutes tops, and can't recall any one trip as what was mentioned. Definitely worth a look as well in my opinion.
