I think that day boats are safer in Egypt, although I haven't had any experience with any yet. For one thing, they can cancel the boat dive or go to a different dive site. There have been problems with day dive boat safety in other parts of the word.A snorkel boat recently sunk in Cozumel.

As far as safety goes in Egyptian hospitals, I don't doubt your word. However, going off on a liveaboard or a trip to a remote location such as Raja Ampat carries a huge risk medically as well. I've got insurance that covers medical evacuation, and medical insurance that covers care in foreign countries. A tourist died in Bangkok who was refused medical treatment at the ER a couple of years ago.
