How do I make the SRP tray more neutrally bouyant?

There is a plastidip brand. The liquid form is advertised for dipping tool handles into. A lot of folks use the spray form to paint their cars. (I have a friend who did this.) It has an interesting look and can be peeled off if you don't like it or want to start over.

I used it with the divinycell 'cause both are PVC.

Do you think the plastidip primer is necessary to use before coating with PlastiDip?
 
Didn't know there was a primer, actually. I just sprayed it on, since it was pvc on pvc. I imagine the answer depends on what is being painted.
