Did a quick simulation using my Cobra software, and with the standard P0 setting, and with an AL80 and an assumed SAC rate of 0.70 (relatively high, probably typical of new divers), if you drop down to 60 ft. and stay there for 30 minutes, you have 750 psi left, which is a good rock bottom-type number to start your ascent. And you still have 21 minutes NO DEC time. As soon as you ascend you start gaining it back real fast.
So that sounds to me like a perfect limit for new divers. You can't realistically get into a decompression dive because your air supply is the limiting factor.
