Hello:

Just recieved a used halcyon plate STA & harness. BIG day for me.
I'm considering making a new harness. Do you have to purchase a grommet tool to put the grommet in the strapping? Also, what size innertube should I get? Can anyone give me some tips about restrapping?

You should be able to get away without a grommet. Just heat a phillips head screwdriver with a propane torch to melt through the webbing once you have it all rigged up correctly. Inner tube should be easy to pick out, I don't remember how the sizing works, but I seem to remember it was easy to get an inner tube knowing that the webbing was 2" wide.

Searching for 'harness AND rigging' should find you a few links to good websites for rigging it.
 
You don't need the gromet. I use an old soldering iron to burn the hole and melt the ends of the webbing. I use 2 inch tubing and cut it fairly thin to make it easier to stretch.
