On the issue of whether the product would interest scuba divers, I believe as described it would be dangerous.

Others have expressed something to the effect that being drug through the water by your forearm at 25 mph in full scuba gear would be undesirable. Mask pulled off, regulator pulled out of your mouth & swept back hard to retrieve, panic sets in, aim gets off, diver streaks into the deep at high speed and can't equalize and ruptures one or both ear drums or slams into the bottom or a shore wall, etc...

Sometimes, you have to look beyond the question 'Can I do this?' to ask 'Should I do this?'

Not to worry, it's just not practical. I own one of the very few DPV's capable of 300+ ft / min (~3.5 mph) It's uncomfortable to maintain these speeds for more than short periods. These scooters also represent the current state of the art. A good engineer is damn happy if they can wring out a 5% performance gain. 8x just isn't going to happen.
