Ok so a lady has this tank for sale near me. It is a LP Faber 95. Is it manufactured in 06? or 08?

I think neither. That looks to me like a later hydro accomplished in June '08 by a retester. Look for a similar marking that is harder to read because the coating is unbroken. (and instead of D992 or other retester number in a square, look for a manufacturer's symbol)
