The only definitive indication if someone is a Moderator can be found here: http://www.scubaboard.com/showgroups.php. If it's in the Administrator, Advisor or Moderator groups, it's a (forum-wide) Moderator. Regardless of the colour shown.

Two exceptions: Medical Moderators are not shown as well as members who have been given mod powers for a specific forum only. Kimber Watch and the Local Guides come to mind.
