Help with EV controller and strobe lighting

Hello Everyone,
I am using an Olympus PEN with a 60mm macro lens, EV controller with 1 DS51 Ikelite strobe.
Am I correct in having the dial on the EV controller set to F to shoot with manual strobe power?
How would the settings of 0.5-4.5 on the EV controller effect the strobe power?
I seem to be having constantly under exposed photos.
I know this can also be attributed to strobe position, however i feel I need to get the strobe in very close to get good light level when the diffuser is on and the strobe is on max power.
 
F means full, evey 0.5 will diminish the light by half f stop in iso 100. ISO 100 is meant for point and shoot cameras, generally equivalent in PEN should be 200. PENs are pre-flash cameras, set the controller to P and 50 (this should match your ds51).
